You may be able to recover some of the data, depending on what kind of format he did.  In some cases, a quick format just overwrites the file system.  This would allow you to recover most of your data probably.  If he used some kind of disk wiping program (such as DBAN, which is a DOD level data wipe), you are pretty much out of luck.

In the case that you have used the hard drive since the format, you probably will have patchy luck at best recovering anything as once you have written over the data, it will have the new stuff instead of what was on there pre-wipe.
